Oil slicks on road

The oil slicks are caused by a neighbours vans (he constantly brings different ones home). This has been happening on a daily basis for the last couple of years. This has been mentioned to the neighbour multiple times who said he will clean it (still nothing done years later). In the mean time oil slicks are building on the road and other cars/pets are trailing this all around the street. The street is becoming an eye sore and the oil is constantly getting trailed into my house. Reg plate and address of the person responsible can be provided if required.
