Impossibly badly laid surface - pointless

For some reason, your repair workers came and tarred the centre of the whole length of road and covered it with shingle. The did not do it properly and the surface was not impacted at all. This road is hardly used and certainly did not need repairs. Now we have a road that looks a mess, has not been treated properly and the surface will degrade in a matter of months. It is an utter waste, especially when you have been informed that all the other roads in Whitchurch are falling apart badly.
