Obstructon in pathway

Approx four weeks ago my mum's neighbor had a problem with her roof. Roof tiles from the roof were falling onto the path. Understandably someone put barriers outside her house to stop people from getting hurt from falling tiles. The roof was repaired 3 weeks ago yet the barriers still remain outside the property on the footpath. (60 Duke street Nuneaton). My mother struggles to get the bins to the front of her house because of the obstruction. Cats and dogs are using the obstruction as a toilet leaving puddles of urine outside my mother's property. People walking up and down are having to walk in the middle of the road putting themselves in unnecessary danger. This is causing my mother much distress at a time which is extremely difficult for her because she is in isolation because of her age and government's advice. My mother has spoken to the neighbor about it and she says that the obstruction was put there by the council. My mum does not know if that is factual or not. I am doing this on my mother's behalf because she doesn't want to call you and clog up the phone lines when she understands you are extremely busy at this time and my mother does not use computers.
