Hedges chainsawed to the ground and cuttings dumped

Ryepiece Ringway, Bedworth near solicitors. Sunday 5 April 2020, 7.45am hedges on roadside being chainsawed right down to the ground to make way for a new fence. I assume they're not on their property and had no right in doing so, as Ive seen council workers maintaining these in the past. The cuttings have now been dumped and left on the grass verge, away from the property.
