TESCO bag left with building materials/slabs

Pls.remove big TESCO bag filled with heavy concrete, building material, tiles or slabs left thrown into the weeds along the Croydon Canal on the Betts Park side along the tarmac walking path - but over/across from the iron railing, so we cannot reach it. Its about 20meter from the start of the path. Also the gate has been left wide open and not locked, so that flytippers are free to throw litter in that gated area also. (Ta for all your good maintenance!).
