Untaxed, unregistered and no mot

A Nissan 4x4 Reg No. NL55 XXV has been sitting in Squires Walk Wallingford since March 2019. It is not taxed,not insured and has no MOT. THE OWNER CLAIMS IT IS NOT ABANDONED ALTHOUGH THERE IS GRASS GROWING ALONG THE WINDSCREEN. We have asked the owner several times to move the vehicle onto their own property but they have refused. There is space in front of their unused garage 5 metres away. The vehicle makes life very difficult for both of their neighbour to enter and leave their own garages.
