Tarmac on public footpath is to high (should be 150mm below the top of damp-course) and has breached the damp-course on the side of building causing rising damp on internal walls

Have been advised that the tarmac on the pubic footpath which runs along the side wall of the property 18 St John Street Rugby CV21 2LW is to high causing damp to the internal walls of the property. Please advise. have recently this purchased property and the issue was picked up on the home buyers report.
