Bins blocking the pavement

Reported in the Rubbish (refuse and recycling) category anonymously at 17:34, Thursday 12 March 2020

Sent to Oxford City Council 1 minute later

29 Rymers Lane are leaving four bins on the pavement permanently. This picture shows the bins on the pavement on Thursday afternoon, bin day is Tuesday. Your publicity requires residents to keep bins on their property. Is this a legal requirement or neighbourly courtesy? In any event, the bins are blocking the pavement for buggies or mobility scooters. Please can the residents be asked to store the bins on their property?
