Drain cover damaged

The drain cover is broken it creates a terrible noise when any car goes up or down the road, I cannot have my bedroom windows open at all because it is so loud, even with the window shut I can hear it, I would post a video of the noise it makes here but there is no facility for that. The last time I reported this apparently someone eventually came out, parked on the corner changing where vehicles then drove round the corner so the noise didn’t happen, he then jumped up and down on it took some photos and drove off! He needs to not park on a blind double bend on double yellow lines if he parked where there are no double yellows then he won’t affect the traffic and he will hear the noise. Jumping up and down on it does not cause the same issue as a car driving over it. I would appreciate you send someone out to change and repair this drain cover before I get the news and media involved because it’s driving me insane, and stopping me sleeping!
