On Street Parking - Problem

The on street parking is getting dangerous, people are parking too close to each other, digging up the grass themselves to lay woodchips and park on the verges and always blocking drives and parking in the streets turn circle. We also experience a lot of cars speeding down our roads passing cars too closely.
I've owned my home for a little over 5 years now and the last two years the problem has gotten worse. .
Can the grass verges be turned into parking?
