Furniture repeatedly dumped

Ive lived here for over 2 years and this is a constant problem, i rang the council the first time and the problem was cleared,the second time i rang them was about a year ago,nothing has been done,our rubbish bin collection area is always full of disguarded furniture,at the moment things like a single bed base and matress,wardrbobe,fridge freezer,computer table,stereo,etc etc etc,the whole bin store area is so full that the wheely bins have to be stored on the side of my building(which is partly obstructing car parking) and as my kitchen window over looks all this i cant have my kitchen window open as the smell from the bins and flys are disgusting,there are always soverign vale(my housing association)vans parked here for one reason or another and obviously none have them have reported the problem either,one such worker looked at the mess shook his head and walked off back to his van!!
