Water running across carriage way

For the last few months there has been a significant quantity of water running down Lutterworth Road when heading towards the crossroads with Soar Valley way. The water appears to be coming from the embankment opposite the dot matrix display for the city Park and Ride. The water is there in all weather conditions so it isn't linked to rainfall. The quantity of water is large enough to run down Lutterworth Road for 200/300 yards. In the last week the quantity of water has increased
