Road drains almost all blocked

Been asking for a337 road drains to be cleared out properly, yet another photo taken to prove council did not clear out the drains months after asking!

Why have councils if they refuse to do what they get PAID TO DO?

    Drain I reported MONTHS AGO now has weeds growing in it. Hampshire county council keeps saying no problem well I think a blocked storm drain is a crash waiting to happen
