Blocked gully causing run off over run down road allong kerb line and localised standing water

There is a gully that appears to be blocked and when it rains surface run off is then running down the road adjacent to the kerb line. This is then collecting into a another gully further down the road causing standing water. After heavy rain the water continues to run along the road for a number of days and standing water is also visible for a number of days.
