Fed up.Cannot always access my drive.

The space at the side of my bungalow is my private drive.I am military disabled in a disability bungalow.I cannot have a disability parking to the front as mu neighbour has because I have a drive at the side.However,other home owners and their visitors are parking their vehicles on the council owned road and across my access therefore,preventing me getting to my space.I have reported this to the council but they deny owning this road.I have drawings proving that they do own this road.My rights are being denied and I am not happy.
