Car routinely causing major hazard by parking at junction

A car is regularly parked right next to the junction between Rankin Avenue and Lussielaw Road, breaking Rules 242, 243, 244 and 248 of the Highway Code. It is almost always there on weekdays during the day and has been causing a hazard since at least December 2019. It is parked so close to the junction that other drivers must drive on the wrong side of the road when entering and exiting the junction, causing a major hazard (Rules 242, 243). The car is also parked halfway on the pavement, which restricts access for buggies and disabled pedestrians (Rule 244) and there is a disabled parking space just a little further along Rankin Drive on the other side of the road. It typically faces in the opposite direction to traffic even after dark (Rule 248).
