Using the site as a general dump

As you can see from the two pictures, the stables operators are using the site next to the stables, as a dumping ground for various types of waste.
Also, this ground is NOT theirs - either leased or owned outright. They have placed an industrial style gate (see picture 2), yet this entire area is PUBLIC land as far as I know.
They have made an application to build ANOTHER stables next to this site, and the local residents have raised a petition AGAINST the proposed site which would inevitably generate even MORE waste - as when asked what the site would be the owner of the property where the planning application is active, stated "It's OK, we are just going to use it as a dump". (see attached petition pic#3)
This is a RESIDENTIAL AREA, and as such, surely there are health and safety standards WRT dumping of animal waste and domestic waste.
Also, not sure if this is the place, but I am providing the pic 3 as the petition AGAINST any further stabling in the location.
Just to compound their anti social behaviour, they have a dog barking ALL night (still barking at 0400 am). Have raised noise before, but NOTHING done.
Seems certain communities get a blank cheque from this council, whilst tax payers have to suffer.
