Grass continues to be parked on leading to poor street scene. Can preventative measures be put in place? Rocks or wooden rails?

In the hammerhead vehicles are parking on the grass, the kerb line has sunk allowing this to happen, access to our parking area at the rear of the garages is being compromised by the amount of vehicles that are now being parked on the street, should emergency services require access during the evening period it will pose a problem Also lots of the bushes were trimmed back recently and the rubbish that had accrued underneath wasn't cleared at the time which now makes the street scene very tatty and scruffy
