Bollard not fixed at its base

A bollard on the pedestrian safety island by North Leamington School on Lillington Road has been knocked down. It has somehow been put back up. However, it is an even bigger hazard now because its base has not been fixed in place, with its bits and pieces (fixtures, metal washer etc.) loose on the island tarmac.

When passing by this particular bollard by car, It looks like standing. I have not had the chance to check its base going on the island on foot. I'll go and check it if you want me to.
