Hedges and bushes protruding onto pathway

I have reported this hedge growth which is overgrowing onto the pathway along Valerian Way adjacent to Jupiter Gate three times in the last four months, but nothing has been done. Half of the path has growth on it, and you have to walk onto the grass in places. This hedge growth has not been cut for the last two years, which is why it is so bad. I don't understand why the hedge on the opposite side of the road got cut recently ( which is a lot smaller in comparison) and the hedge which needed cutting back the most got left.
