The road floods quite often after heavy rain, to a much deeper depth than in the photo. The problem is water from the road cannot drain away to the underground drain that goes under the road to the river - see close up photo. The drain in the general photo is the small dark circle near the green grass in the upper just right of center of the photo. If the mud to the right of the road was dug out, road water could drain into the drain that goes under the road to the river. I am assuming the pipe in question is not blocked. There is an old TV just by the pipe entrance.
