Cars parking on footpath

For months now, there have been cars parked on this footpath opposite Humber Dock Bar and Grill pub every day. There's are between 1-5 cars parked at any time, with seemingly no enforcement which is worsening the problem. To get on to the footpath, they must have to drive the length of it from an opening adjacent to Humber Street.
