Cars parking on pavements

Despite the Heath area having clearly marked,on the road parking spaces,many motorists still feel the need to obscure or block pavements.I’ve contacted Cardiff Council and they’re not interested,I understand it would be relatively easy for them to make this an offence and eradicate the issue but their answer is,it’s a police problem!
