Thick mud outside my house

Mud outside of my home the drain is blocked and to get in and out of my car I have to walk in the mud the road needs to be swept with the road sweeper and the drain cleaned out we have reported it before and it was done but it's like it again it needs to be done every year it's not my job to do it.
