There is a blocked drain

I have reported this to you previously, you are our landlord. You told me that despite this it is not your responsibility. I have contacted Thames Water who have attended the site and say this is a private drain and not their responsibility? can I ask who is responsible and who I can contact to resolve this issue the lake is now over normal depth, and I fear it wont be long before it overspills towards the slate board park creating a slipping and falling risk.
