Cars parked without permit

Drivers come driving from other side of Leeds and parking at Copley Street Approach and then catch buses into city centre just to avoid paying for parking in city centre. During day the whole road from top to bottom is filled with parked cars, but come about 5pm majority of cars are gone. This been going on for years now and it's big nuisance as there has been several near misses with cars just because the road gets very narrow with cars blocking half the road.
