Bins left out permanently

There’s bins that not been emptied left out on footpaths and some (especially no 22) are left out permanently and you can’t even walk on the footpaths. I take my disabled husband out for short walks round the block but because the footpaths are never clear it makes it awkward and when his on his mobility scooter he has to go in the road, up the side of Mackenzie square there’s the big black bins left just anywhere, this seems to be an ongoing problem that nobody is resolving, I’m under the impression that if bins are left out all week it’s classed as fly tipping , but please correct me if I’m wrong! it makes the street very untidy and a health hazard.

  • Hertfordshire county council say it’s the responsibility of Stevenage council the environment authority so perhaps you could forward it again to them pls as nothing has been done at all there’s now also bollards and wheelbarrow been left from a contract doing someone’s garden thankyou
