Recycling not being collected

For two of the last three weeks recycling bins along one side of Cranworth Gardens (between 82 and 130 Cranworth Gardens) have not been emptied.

The bins have recently been moved off the pavement as they are.too large and prams and wheelchairs cannot get past. As you can see from the attached photograph, the bins are now just alongside the pavement and are easily accessible. the black bins are emptied as normal, and the recycling bins on the opposite side of the road are still being collected, and they are stored in the same manner as on our side.

Can you confirm if it is policy for the recycling trucks only to take recycling that is left out on the pavement? Or can they follow the same procedure as the black bins? We can can drag the recycling bins out onto the pavement on Monday night but that would then mean that the pavement itself is blocked from Monday night until well into Tuesday.
