Bins obstructing pedestrian pavement

A couple of sets of bins near top of Cherwell St are never being put away. I noticed these particular ones as I saw a mom with two young kids and a pushchair having to leave the pavement to get past - not great given the location at the top of a blind bend. These particular bins Cd easily be housed in a space next to the house which is currently full of flytipped rubbish including a mattress which have been allowed to accumulate over the past year. Can something be done please to clear this very narrow pavement of these and other wheelie bins lower down the street which are left out permanently?

Mattress gone now which is an improvement but it was instantly replaced by a flytipped bike and other domestic rubbish. So the bins stay where they are. Blocking the pavement,

Same old same old. Oxford City council does not enforce their own rules on leaving bins out. Pavement still blocked, Family with pushchair still being forced out onto the road to get past them.
