Damaged road sign

Sent to Oxfordshire County Council 8 minutes later. FixMyStreet ref: 1927301.
A truck has pushed over the no exit sign leading from the access road into North Bar St. This is a different sign to the other one which was damaged some time ago (and has not been repaired). The sign is now intruding into the roadway.

Will the team who come to fix it also fix the sign a few yards away, which remains unsafe from 18 months ago?

Why did the team who came to investigate leave kerb stones in the carriageway? Surely from a safety point of view they should have moved them to a safe location - not relied on members of the public to do their work for them.
