Street Cleaning failure

The free car parking at Barnham square was substituted with paid parking several years ago, resultinmg in many commuters using Barnham station for travel parking their vehicles during working hours in Market Close. This is a public highway and thoise that insure and tax their vehicles have every right to do so. However, the regular street cleaning of Market Close effectively ceased since that time, as the heavy parking by non-residents, prevented street cleaning vehicles entering Market Close to conduct that activity. General litter is left to residents to collect and dispose of. During this long period, silt and foliage debris has inevitably built up in the street leaving a layer of mud running the length of the street gutter abutting the kerbed pavement. This street desperately needs cleaning. I'm resident at No 6 Market Close.
Following this report an attempt was made to clean the street but largely failed because of the commuter parking problem previously expressed. Consideration should be given to making Market Close 'Permit Holders' only for parking and restricting issue of the permits to residents with property boundaries directly abutting the street itself.
