Bicycle rack in dangerous place

It appears that a rental bike storage/docking facility is to be installed at the junction of Church Crescent and Lauriston Rd. In my opinion this is a foolish and dangerous place to install this facility. It is very close to the junction of two one-way road sections. One way roads encourage drivers to move more quickly than on two way roads.Riders collecting or leaving their bikes will be at the mercy of traffic coming round the corner. The facility will also be very close to the bus stop on the other side of the road. Should the bike dock be installed, congestion will be created by the narrowing of the road when a bus is stopped at the bus stop. Or is this what the council would wish for? Please consider the air pollution effect on the local residents in the evening rush hour.A MUCH better solution would be to install the bike dock on the extra wide pavement across the junction by the bus shelter on Lauriston Rd. Hackney Council, PLEASE consider this option. It would be much safer for motorists, cyclists and will cause less air pollution.
