Human waste in ungated alleyway

I’m a resident living at 118 Newport Road, the alley behind our property has had some minor issues with suspected human faeces and a lot of issues regarding disposed used needles.
However, the alley adjacent to the one at the back of our property (which gives Cadwyn access for their car park next door) has become a major source of fly tipping over the last 3 years I’ve lived here, although problematic a new problem has arisen to take the lead - excessive amounts of human faeces along one side of the alley, the side closest to the connected terrace of houses on Cyril Crescent.
Furthermore, I have seen a man on TWO occasions late at night, squatting in the area. Both occasions were before 11pm as I was going to Tesco and they shut at 11. Anyway, both occurrences I walked down Cyril crescent and onto broadway as opposed to cutting through the alley and going through the car park for the flats at the very end of the alley, bring you out by the Clifton Pub and Broadway House.
The fact I’ve seen somebody (the exact same person might I add) committing the act is the only reason I’ve decided to try and do something about it. No joke, there are SEVERAL large piles of human waste there as we speak. Send somebody to judge and they will instantly agree, it’s extremely evident in day light.
The alleys need gates!!!
