As usual storm drain BLOCKED & road flooded!

Storm drain ABOVE the dane stream on the highway is AGAIN blocked with leaves. The highway surface & DRAIN is ABOVE the stream. Had the road storm drain been cleared then both sides of the highway would not be flooded! Can council do what they are paid to do & periodically look at known problem sites & perhaps even do a planned preventative maintenance on road drains & actually clear them? Council tax rises so councils ignore their legal duties. If there is a collision or injury or vehicle damage I will tell the victims the council knew about this drain constantly being blocked. hell NO FLOOD WARNING SIGN UP EITHER! Its as though Highways at council wish to be litigated!
