Drain blocked again and road flooded

Drain must be blocked again as the road is flooded under the bridge. Not sure why this is as it hasn't been a problem for years. Noticed that the mud wasn't properly cleared from the area when the drain was unblocked and I think all the mud has just spilled back in and blocked it again.
