Phasing issues, or J9 link?

Sent to Hampshire County Council 4 minutes later. FixMyStreet ref: 1894182.

Yet again the huge pollution causing tailbacks are occurring, with phasing issues at Segensworth and though the M27 was empty traffic being held round J9 roundabout right back through Segensworth to Titchfield. So have the lights 'lost' their computer mind, has the link to J9 lights failed AGAIN, or is someone playing with the phasing's to favour one area over another?
