Slip danger on public footpath/highway

There is a Horse Chestnut tree outside of our neighbour's at number 27 on the public footpath that has shed a lot of leaves. With the winter weather and it not being the widest footpath we keep seeing people slip and fear it will not be long before one of the numerous elderley neighbours slips and does themselves some real harm through no fault of their own. Can the pavement and double-yellow lined road please be cleared of this obstruction?
