Broken signage (Stanhoe RB 1)

Please study the photographs. The signpost is very poorly sited, in terms of its visibility from the B 1155 road. It is largely concealed by branches. Moreover the signpost is broken - merely leaning up against something. In addition, the signpost bears a curious extra "finger" on it, saying "PERMISSIVE ROUTE". The extra weight will undoubtedly have made this flimsy wooden signpost more top-heavy, thus unstable. A robust, preferably metal, signpost is required, here, pointing clearly and unequivocally along RB 1. ENQUIRY OF NORFOLK COUNTY COUNCIL: Is this a Norfolk County Council signpost? Was it modified (with the addition of the extra "finger) by, or with the consent of, the county council - yes or no? If yes, why? And under what powers, exactly?
