Sent to Cardiff Council 1 minute later
Every time there is heavy rain, the road is flooded at the junction of Beulah Road and Heol - y - Deri, and water spouts from a manhole on the pavement adjacent to Beulah Church.
Nothing has been done, despite assurances that the work would be done (by Welsh Water?) before Christmas. Once again the "manhole cover" is lifting as water bursts through from below, causing a trip hazard in addition to the flooding. High time the council took some responsibility for this "highways" matter... and also chased up Welsh Water

Still open, via questionnaire, 19:10, Friday 17 January 2020
Have today spoken to Welsh Water... they have (chlorine) tested the water running from the manhole and confirm it's not "mains water"... therefore storm drainage, the responsibility of the council. Have again mailed the council to attend to this, but not holding my breath.... It'll be fun when all the water freezes !
