Overgrown brambles/thorny plants on pavement

On the pavement near the roundabout that goes to Argos/Dunelm, there is vegetation that is overgrowing the footpath - brambles, other thorny plants which need pruning back. Why don't councils plant non-thorny plants as then they could be easily snapped off if they are overgrowing the pavement.
