Car park used as a car repair business

For several months now the car park next to the chinese takeaway is used as a garage/car repairs business. It looks like they use a garage CM Performance but have expanded onto the car park. The noise and mess has obviously got much worse from 8.30 to late evening. When asked to stop as we are disturbed by the noise and they cannot have council permission to do this they just laugh and mockingly tell me it is a car park for cars. Surely this business cannot just expand onto surrounding land with all the extra noise mess and insurance risks. Please look into this business as they are doing what they like despite disturbing residents.
