Cars on pavement blocking road

This has been reported before. There's designated parking on one side (the south side) but most evenings more and more cars are starting to park on the pavement on the other side (north side) of the road.
The road simply is not wide enough. A car can barely squeeze through if a car parks on the pavement. Should an ambulance or fire truck need to access the bottom of the road (by Linear Park) it would not be able to.
Walkers, prams etc have to take to the road which is busy with cyclists so it's a dangerous scenario.
Cars that have off street parking are struggling to get out because of the limited space left to turn on to the road.
A yellow line or no parking signs & enforcement needs to be implemented so it remains a safe through way.

Hard to see from this image but there are 5 cars back to back on the right hand side, all on the pavement. Only space for a car to squeeze through and certainly no space on the pavement to walk by.
