Resident burying rubble in grassed area

A resident has just built a large single story building on the side of their house. Today I witnessed said resident digging up the public grassed area in front of their house, and under the trees, hiding bricks and rubble in the ground there rather than getting them disposed of properly. He then covered it up with the dirt. You can see mounds of dirt and freshly dug up grass where he has buried them. This is on the green area directly in front of his house.
