Running water coming down high street via Paddock Close and freezing on road

Long standing problem with water originating somewhere up the hill (blocked drains or spring?), but has gotten worse in last few days. There is now algae on footpath at entrance to Paddock Close and recent weather has caused water to freeze as sheet ice. Pensioners and families with young children live in this road and there is now high risk of slipping and subsequent injury. Also, cars turning into close may also lose traction and skid dangerously into parked cars or property. As such, it is requested the root cause of this problem is urgently identified, responsible parties then also identified and swift remedial action taken. Diverting water so it runs straight down the hill and into drains could be an intermediate step to alleviate the problem, but I hope that a more permanent solution may be found. Many thanks

This issue was separate to the issue of water running down the main road. Severn Trent returned to test the water and found chlorine present, indicating this was a mains water issue. The footpath at the entrance to Paddock Close was then dug up, the pipe repaired and the hole filled back in... problem solved. Just need someone to jetwash it as they promised!
