Parking on double yellow lines to disguise crossing point

The new works opposite the co-op in Bampton have increased the danger of a pedestrian crossing the road of being struck by a vehicle. The double yellow lines leading up to the crossing point are not a deterent to persons parking their vehicles and this has made the pedestrian view of the road before crossing even worse. Could road bumps be installed or anything which would prevent a parked vehicle. Pedestrians are not using the new crossing point and risking their lives by crossing at the junction in front of cars parked on the double yellow lines.
