Car always parked fully on the pathway blocking pedestrian access to kentmere approach

There is a car parked in the evenings fully on the pathway, no wheels on the road at all. This blocks the small path in front of the houses on kentmere approach restricting pedestrian access. it also causes parents with young children to walk on the road, and has also caused an elderly person in a mobility scooter to have to use the road instead of the path. vehicle is also taxed & without MOT.
