Building Site Encroaches on pavement - no pedestrian diversion or signs

The contractors working on the recently commenced building works on Queen Street for the C4di expansion have moved their perimeter fence to the kerb of Queen Street, so that the pavement is now behind the site fence and not available for use by pedestrians.
There is NO signage in place anywhere to inform pedestrians of this, nor a signed diversion for pedestrians to use an alternate marked and safe route. Therefore, many pedestrians are walking on the road on the outside of parked cars, which is very unsafe.
This a popular area for free time-limited on-street parking and therefore there are cars frequently pulling into and out of on-street parking bays. The potential for a car entering or exiting from a parking bay hitting an unsighted pedestrian - who is having to walk on the road due the closure of the pavement - does not bear thinking about.
In addition, there was an open manhole cover with a pipe (water pipe/hose?) plugged into it and emerging about 4ft high, with a rubber hosepipe then stretching across the pavement. Again, none of this has been signed, warned against, or safely ‘barrierEd off’. The potential as a trip hazard is considerable - especially with the nights now drawing-in.
Finally, at 1:30pm on Monday 25th November, two contractors were using pneumatic drills to dig holes, which was creating an unacceptable level of noise for pedestrians passing not 1 meter away. Indeed it gave me tinnitus-like hearing for around 20 minute afterwards.
I do not believe any of the above to be safe, nor risk assessed mitigations to have been put in place.
