Path obstructed (Kelling FP 9)

The map at https://maps.norfolk.gov.uk/ highways/ shows the path line as running to the south of the track. Which is correct, please, Norfolk County Council? The path, as signposted running along the track, is obstructed by a locked farm gate, with only an extremely narrow gap, too narrow to admit a wheelchair as shown in the photos. The surface of the gap is further interfered with by the sawn off remains of a wooden stile. No limitations are recorded on the definitive map and statement and no structures are needed for the control of animals.
