Thick mud all over pathway

As you walk along the pathway on Pitts Heath Lane, towards the Daresbury Expressway roundabout, the paths covered in thick mud. The path runs under the expressway towards Manor Park. It is the same route that you would take to walk towards Evenwood Farm. The pathway either side of the entrance and underneath the expressway is full of mud, making it extremely difficult to walk safely. Part of the problem could be an issue with Brook Plantation. A stream that runs through Keckwick Brook, past the new Bloor Homes site, towards the tunnel and brook Plantation. The water appears to be backed up adjacent to the pathway/tunnel. The area needs clearing up and suitable drainage needs to be put in place to prevent the issue from occurring. Otherwise the area becomes inaccessible and the only other option is for pedestrians to walk across the expressway. This has obvious risks and may end in someone being seriously injured.
As you can see from the note above, I raised this issue in November 2019. As you can see from the latest images (take on 31/01/2020), the situation is still the same. The area needs clearing of mud and work is required to prevent mud/water from obstructing the pathway. Previous post explains where the issue may be coming from and I'd be surprised if it was being caused by something else.
