Pickhurst Rise - Needs thorough sweep

Reported in the Street Cleansing category anonymously at 08:10, Wed 20 November 2019 using FixMyStreet Pro

Sent to Bromley Council 5 minutes later

This report relates to the whole length of Pickhurst Rise, not just where the pin is. Street needs a thorough manual sweep (with broom) please: gutters remain unswept of leaves, detritus and litter as street sweeper cannot get close to them due to parked cars; pavements are not swept of litter and leaves at all. Thanks.

  • I’m sorry but I would not described this as ‘fixed’. A street sweeper went along a Pickhurst Rise around 10pm Wednesday night - optimum time for sweeping gutters when more cars are parked up, and while areas of the street are clean, gutters where cars are parked haven’t been touched and remain clogged with leaves, pavements and backlines haven’t been swept and litter remains around various tree pits. Please, just do the job properly:

  • These are the locations on Pickhurst Rise that need specific attention (pavements, gutters need sweeping to remove leaves, detritus, etc). Please ensure everything is properly swept.

  • Veolia have been asked to ensure the weekly pavement cleanse takes place at Pickhurst Rise on Friday 29th November. This includes a kerbside litter pick to clear around parked cars.

  • Hello. Please help me out here with a few questions. Why do you have to ‘ask’ Veolia to sweep the pavement and kerbside properly when it should be done as a matter of course? And why is the problem deemed fixed and closed after a road sweeper has done an utterly inadequate job of ‘cleaning’ the street at 10pm at night when cars are parked up for the night? And, why aren’t pavements ever swept unless a fuss is made? Some genuinely transparent and honest answers would be appreciated. You have my email address and phone number. Thanks.

  • It is polite to ask the street cleansing contractor to return but should they not carry out the requested pavement cleansing then they could be penalised for this failure should levels of detritus and litter fail (not recent leaf fall) to comply with the EPA standard. This assessment is undertaken for the entire length of the road with sporadic new litter on such a long road not considered a failure.

Pickhurst Rise has been assigned a Sunday sweep within the new Veolia contract. The use of the night sweeper at 10pm will be discussed with their management put this is permitted if effective, especially during the leafing season.

Veolia can adjust the attendance date should weather or operational duties make this logical. The contractor does have to consider that any cleansing assessment will take place on a set date. They need to make sure cleansing standards comply to not risk receiving a financial penalty.

  • Good morning. Thanks for above response. Personally, I’m not inclined to sit down and read the EPA back to back to work out what constitutes a clean street - the fact of the matter (and let’s be honest, you know this as well), the streets, including Pickhurst Rise, are not adequately swept from one month to another - the fact that reports are routinely shut down when no adequate action has been taken and that the public has to jump up and down to get proper sweeping done is not good enough. I’m more than happy to take this offline if you (anonymous) wish to discuss, but in the meantime, please, just clean the streets properly. Thanks.

  • Good afternoon. This isn’t fixed. The following locations still need sweeping: Outside 229: unswept leaves and berries on pavement. Outside 241-243: unswept leaves on pavement and gutter. Outside 250-260: unswept leaves on pavement and gutter. Outside 119-129: Litter in gutters. Photos taken 10am this morning.

Please complete job properly or this will be escalated. Give me a call to discuss if you wish.

  • As explained on the 27th November autumnal leaf fall does not form part of the cleansing assessment only detritus and litter.

Manual sweeping of carriageways is only assigned to heavily parked streets without parking bays or time restrictions. Pickhurst Rise was mechanically swept and attendance for footway litter and detritus will continue as scheduled.

  • Hello Anonymous. Pickhurst Rise does have areas where parking is pretty continual and therefore a road sweeper cannot get near - if this is the case why isn’t manual sweeping carried out? The next scheduled pavement sweep is tomorrow so I expect the pavements in the locations mentioned to be swept properly. Once again, call me if you wish.

  • The locations listed on 4th December remain outstanding - please sweep pavements and gutters properly.

Posted anonymously at 14:55, Sun 8 December 2019

  • As outlined above these locations will be dealt with on the next scheduled sweeps.

  • Despite the last message (12th December) being that outstanding locations will be dealt with on the next scheduled sweep, the following areas still need attention:

    1. Outside 254 to 258 - unswept leaves and mulch in road, gutter and pavement.

    2. Outside 243 - unswept leaves in kerb by parked car and pavement.

    3. Outside 229 to 231 - unswept tree drop/berries on pavement.

Bearing in mind this report was originally logged on November 20th, the inadequate response and malaise is appalling. Your system clearly isn’t working so where do we go from here?

  • Veolia's management have been requested to attend the footway cleansing that was not carried out on the 12th December.

Veolia will ensure that remaining autumnal detritus is cleared where hard surfaces are accessible.
